I was in my AV from early in the morning.

2. A “Terminator” is permanently assigned to the established Special Prosecutor, and the Special Prosecutor has the authority to use it.
3. The usage history of Terminators and implants owned by the Standing Special Prosecutor is stored on a separate server, not the Prosecutor’s Office.
4. Judges and special judges (hereinafter referred to as “Special Judges”) belonging to the Standing Special Prosecutor are introduced to ensure more thorough and faster handling of the Standing Special Prosecutor’s work without untouchable areas.
5. Special Judges handle warrant reviews and judgments requested by the Special Prosecutor.
That’s the basic stuff, but even to me, it’s full of problems.
To put it simply, it’s about creating an institution with absolute judicial power, but the details are even more ridiculous.
Starting with “The Special Prosecutor’s investigation is based on the premise that a ‘cooperation order’ (failure to cooperate with the investigation is itself illegal) has been issued,” it goes on to say things like “Therefore, the Special Prosecutor’s investigation and arrest do not require notification of the right to remain silent or the right to counsel (roughly Miranda rights),” “If there is significant circumstantial evidence during the investigation process, the defendant is presumed to be guilty,” and “No responsibility is assumed for deaths caused by Terminators.”
Even worse, private legal professionals can be involved in most personnel matters and decision-making in the Standing Special Prosecutor’s Office.
In other words, lawyers or retired judges and prosecutors, so-called people with “legal qualifications,” can intervene in the Standing Special Prosecutor’s Office.
Of course, not just anyone can do it. Ten private legal professionals selected through the Standing Special Prosecutor’s Office’s “fair,” “transparent,” and “private screening” will be involved. Decisions will be made by these ten private legal professionals, ten internal legal professionals (Special Prosecutors, Special Judges), and five people appointed by the head of the Special Prosecutor’s Office. This means that private individuals can exercise as much as 40% of the influence.
For reference, a majority vote is required to pass a motion, so if I fill all those private legal professionals with my subordinates, I can effectively control it.
The bill explains this by saying, “Private intervention can sufficiently check the monopolistic position of the Standing Special Prosecutor’s Office.” Of course, that’s nonsense.
Anyway, every sentence I read made me cringe.
I can’t help but use the expression “gem-like.”
I thought they would handle it smartly so that even a somewhat ordinary person wouldn’t be able to tell what the problem was, but they just rammed it in directly.

Moreover, the Incheon District Prosecutors’ Office can naturally be included in the Standing Special Prosecutor’s Office’s investigation targets.
They don’t know when a Terminator’s gun might suddenly be pointed at them, and if they’re not even held responsible for the use of Terminators, there’s a high possibility that they’ll be abused.

In other words, their lives are at stake, and if this kind of fear is at play, they may vehemently oppose it, regardless of money.
